Nice, tight summary of the situation. RCV is a stupid idea.....as is a runoff in places like GA if someone doesn't hit 50% on Election Day. What, exactly, is wrong with an election winner who gets, say only 25% or 30% of the vote ?? Wouldn't fans of limited government prefer that ?? Such a winner has more voters against him than for him, which means he has no mandate and won't be very influential by himself. He'll need to compromise. It also means he's not likely to ever become a career politician.
